While I agree with that problem statement I do not agree with the proposed solution.

The solution to fix democracy is not make people not retarded. The solution is not to abolish democracy altogether.

Why? Because there is no objective way to measure someone's merit.

And if there was a way to measure someone's merit taken to the extreme this would result in dystopian societies a la Minority Report/Psycho Pass
