@sun oh, this is a modular video to RF modulator. you take a bunch of different video sources, plug one into each modulator blade, set the blade to a specific channel and then run all the RF outputs into a combiner that you can run to a TV (or an entire hospital's worth of TVs) so you can have custom channels and stuff.
this one came out of a hospital that didn't want to pull the trigger on replacing all the TVs, but still wanted to let people watch directTV.
it's pretty much just an on-site old style CATV headend
