Warsh is correct that inflation is a choice, but the reason the Fed keeps choosing inflation is because the deficits are so big, and the bigger the deficits get, the more pressure there is on the Fed to choose inflation, because the more economic pain is gonna be felt immediately if they don't choose inflation, because if they don't choose inflation, then interest rates are gonna soar, and they are gonna force the government to slash spending or significantly raise taxes, neither of which is politically viable.
