@clemens it's favor trading, not a dual exchange. it makes sense because russia is a thugocracy and there's not a clear separation between Putin-connected oligarchs and the government. I'm not saying it's good, I'm saying it's just a fairly understandable arrangement. each side has something the other wanted, so they're trading. French citizens held in Uzbekistan get home if they unfreeze a couple billionaires money.

@clemens France is not actually saying who, they have only said it's a national security issue. So, we can assume, probably spies.
