frozen fries are hard

but when they're no longer frozen, they aren't hard anymore

this implies that the hardness comes from frozen water

but fries aren't wet

so do food producers just water all their food items before freezing them to sell them to the consumers? bc these fries are prefried (tho you still gotta ovenize them), meaning that they should've been fairly dry prior to freezing...
