i suspect for a country to go heavy on solar u need either the ability to plan longterm or the need for autonomy from the grid. 

otherwise short term coal and oil are always more tempting. 


nuclear is to expensive anyway so i am not including them.

something interesting, as australia is more viable than southeast asia for solar (no rainy/cloudy season)
