From 2000 to 2011, Israeli forces killed at least 3,024 Palestinians not engaged in combat in the West Bank and Gaza Strip, according to the Israeli human rights organization B'Tselem. Only 12 soldiers were indicted, and not a single conviction for murder resulted.
